OOOOOOKKKK.... you may want to rethink this, for a number of reasons:
First of all, Minh Thi Phan's ability triggers on any card committed to tests, not just skill cards. You may be averse to losing valuable assets and events to tests and not get their full value, but there are plenty of cases where that's exactly what you want to do:
A second copy of non-disposable assets like Rabbit's Foot and Old Book of Lore are generally great of consistency, but once you have one copy out, the other become skill fodder. Minh Thi Phan turns them into damn useful fodder.
Events with play restrictions like Logical Reasoning and Anatomical Diagrams have significant chance of becoming skill fodder as well when you can't play them, and once again, they get extra value from her ability.
Survivors have some cards like Scavenging and Resourceful that bring cards back from the discard pile, lessening the loss of committing assets and events, as you still have a chance of getting them back.
Second of all, Minh Thi Phan's ability is limtied to once PER INVESTIGATOR PER ROUND. So after you boost the effectiveness of ONE skill cards, the rest revert to their standard power level until the next round. With 22 skills cards in your deck, you'll be drawing more skill cards then you can commit to trigger her ability, meaning a lot of wasted potential.
